What do we make of the report the Steelers don't make changes at the line?

Aditi Kinkhabwala said the Steelers weren't running an offense where they make a lot of changes at the line of scrimmage. Aditi said it's possible Russ wants this story out to draw his market value up in Pittsburgh, but Joe and Bob don't understand the reasoning behind that. If the Steelers don't allow their quarterback to make decisions at the line, why did they bring in Russell Wilson?
